Carme Artigas
Carme Artigas is a Spanish executive, entrepreneur, and internationally recognized expert in Big Data, artificial intelligence, cybersecurity, and technological innovation. With over 30 years of experience across the private and public sectors, she is acknowledged as a global leader in AI regulation and governance. In January 2020, she became Spain’s first Secretary of State for Digitalisation and AI, responsible for designing and implementing Spain’s Digital Agenda, including the National Strategy on Artificial Intelligence, e-government modernization, cybersecurity, digital skills, and data-economy initiatives. During her tenure, she served as lead negotiator securing approval of the European AI Act under the Spanish Presidency of the EU.

She co-founded and served as CEO of Synergic Partners, a pioneering Big Data and AI consultancy in Europe acquired by Telefónica in 2015, and remained CEO through its integration until 2018. Her early career included executive roles at Procter & Gamble, Director of Business Incubators at Barcelona City Council, and CEO of Ericsson Innova, the Ericsson Group’s European venture capital fund.
Ms Artigas holds a Master’s degree in Chemical Engineering (IQS–Sarrià), a Postgraduate Degree in Industrial Management, and an Executive Program in Venture Capital from UC Berkeley. She has recently served as Co-Chair of the UN AI Advisory Council and is a member of international data and technology networks. Honors include the Grand Cross of Military Merit, Dame of the Imperial Order of Charles V, and the Great Cross of Civil Merit.
